He has done me several favors to protect me and various threatened artists, and as such I owe a certain courtesy to Ambassador Llorens, although I am ashamed that he has taken so long to notice that, in Honduras, there are political murders. On the other hand, I am not surprised that the ambassador insists on calling upon Liberal leaders to exhort them to reconstruct or reunify the Liberal Party of Honduras. It does not offend or bother me; I'm not a nationalist. If only all foreigners would be truly interested in our politics and our institutions. And that all ambassadors would exhort us to protect them and offer assistance.

Furthermore this concern seems understandable because the Embassy and the government that Llorens represents must be suffering from nostalgia, from a guilty conscience and from a certain nervousness. From nostalgia because the conservative two-party system benefited significantly from the assistance and support of U.S. experts since the middle of the last century, when we were just getting out of the Carías dictatorship, and it has served the Empire well since then. Although the devil pays poorly those who serve him well. (The CIA has been irrefutably involved in coups d'etat which -afterwards- have done away with that system.) And diplomatic intervention here has provoked a regional problem for the U.S., which Madame Clinton now tries to amend without any success.

During the first dictatorship of Oswaldo López, the Embassy acted as a "mediator" to achieve the return to regular elections, creating conditions for negotiations in which the Parties agreed to a secret vote using a single ballot. (As president of the Liberal Party, my father represented it in those negotiations, which were insufficient to prevent fraud from occurring). Later the U.S. embassy was key in forcing the military to return the government to civilian rule, in return for directly providing them the resources that allowed them to maintain the power behind he throne. "A billion in ten years" said C. Arcos. And since the National Party wore itself thin during the dictatorship, the Liberal Party won the elections that led to the first "civil" government of Suazo C. and Álvarez, after the constituent assembly that consolidated the two-party ring.

It's the same thing today —although perhaps they hid it from Obama and up to a certain point Clinton could ignore it, and perhaps for that reason they are even more guilty— members of the intelligence apparatus and undercover agents of the U.S. participated in the two-party coup that threw not only the government in the trash, but also (this time, I suspect, for good) the system itself. This has left the country trapped in the tension between a radical right wing in possession of the traditional political parties on the one hand, and on the other hand a Resistance (that the Minister of Security claims "has no reason to exist") and which, although disjointed, clearly consists of a majority of the politically conscious population which could mobilize to take power in the short term, if it matures politically. The gringo has to know that this is a profoundly unstable situation. He must want to refill the empty center and, since they think that the center belongs to those who belong to neither god nor the devil, it makes sense that they would invite C. Flores. J. Reina could also have attended. No one would have noticed him.

What is indeed strange is that intelligent people like Yani, Orellana and Azconita heed that invitation and persevere in the idea that they can rescue the Party and reunify it to convert it into genuine opposition. The only Liberal Party that exists before the law and its own internal rules is that which is presided over by Roberto Micheletti and among whose leadership participate the father and other relatives and close friends of the ex-candidate Santos. And it must be viewed with suspicion that the Ambassador conspires against that institution when he alleges that he is working towards institutionality, but that's politics. Many would like to see Liberals who have had somewhat more complex positions like Orellana, Yani and our friends who were defeated in the recent elections rescue the Liberal Party from the bloody hands of golpismo. But even if they managed to do so the would not be able to reunify the radicalized right wing with the damaged and humiliated left wing and, as such, they would not be able to win elections against the National Party, which escaped nearly unharmed from the trauma. So therefore the net result of their work will be to assist the prolonged fanatical religious dictatorship that they claim to oppose, disturbing the make-up of the new alliance that can be seen in the Resistance.

The only leader within Liberalism with credibility and ability to mobilize. and therefore to reunify a center left with a modern social base continues to be Manuel Zelaya, whom Carlos Flores hoped to purge in that private meeting. The strategy of keeping Mel out of Honduras by any means necessary including fabricating further criminal charges against him is simply a means to keep the opposition divided. And to raise the hopes of the fallen leaders, the ones they also hope to whitewash and recuperate. Are Lobo and Llorens in agreement with Carlos Flores about this?

Just as since September the U.S. strategy has always been to whitewash the coup through the elections regardless of the repression under which they were administered, the U.S.'s external strategy now is to promote the reintegration of the government descended from the coup into the regional and international community and internally, to legitimate the current order and status quo rejected by a majority, all the while hiding the ongoing repression, with its selective persecution of leadership [of the resistance] and wherever else they see fit, continuing to find ways to label popular movements as criminal. This strategy will fail. And those who lend themselves to their game will get burned as "collaborators." The only true calling of Liberalism is to resist. Real negotiation can only take place with the full backing of the social bases of the Resistance and only about the fundamentals of the conflict: political opening and the call for a constituent assembly. Liberalism will live on forever...and history will record its inconclusive achievements. But the old Liberal Party is in the morgue, reeking, and whoever tries to bring it back to life will only get their hands filthy.

Me ha hecho varios favores para protegerme y a varios artistas amenazados, así que estoy obligado a cierta cortesía con el Embajador Llorens, aunque me avergüenza que haya tardado tanto en percatarse de que, en Honduras, hay asesinatos políticos. No me extraña en cambio que el Embajador se empeñe en convocar a líderes liberales para exhortarlos a reconstruir o reunificar el Partido Liberal de Honduras. No me ofende ni molesta; no soy nacionalista. Ojala todos los extranjeros se interesaran por nuestra política, de verdad y por nuestras instituciones. Y todos los embajadores nos exhortaran a conservarlas y ofrecieran ayuda.

Parece comprensible además ese interés porque la Embajada y el gobierno a que representa Llorens han de estar sufriendo de nostalgia, de mala conciencia y de alguna preocupación. De nostalgia porque el bipartidismo conservador se benefició mucho con la asesoría y apoyo de expertos estadounidenses desde mediados del siglo pasado, cuando apenas salíamos de la dictadura de Carias, y le ha servido bien al Imperio desde entonces. Aunque mal pague el diablo a quien bien le sirve. (Se ha involucrado a la C.I.A. de manera irrefutable en los golpes de Estado que –después- han quebrado ese sistema.) Y la intervención diplomática aquí le ha provocado a EEUU un problema regional, que por ahí Mme. Clinton intenta enmendar sin mayor éxito.

Durante la primera dictadura del Oswaldo López, la Embajada fungió como “mediadora” para conseguir el retorno a elecciones regulares, propiciando negociaciones en que los Partidos acordaron el voto secreto en boleta única. (Siendo Presidente del Partido Liberal, mi padre lo representó en esas negociaciones, que no fueron suficientes para impedir el fraude). Más tarde la Embajada estadounidense fue clave para obligar a los militares a devolver el gobierno al poder civil, a cambio de otorgarles directamente los recursos que les permitían conservar el poder detrás del trono. “Mil millones en diez años” decía C. Arcos. Y como el Partido Nacional se desgastó en la dictadura, el P.L. ganó las elecciones que condujeron al primer gobierno “civil” de Suazo C. y Álvarez, después de la Constituyente que consolidó la argolla bipartidista.

Igual ahora --aunque quizás se lo escondieron a Obama y hasta pudo ignorarlo antes de cierto momento Clinton, y acaso sean por ello mas culpables aun-- miembros del aparato de inteligencia y agentes encubiertos de EEUU participaron en el golpe bipartidista que no solo dio al traste con el gobierno, si no (esta vez sospecho para siempre) con el sistema, lo que ha dejado al país atrapado en la tensión entre, por un lado, una derecha radical posesionada de los partidos tradicionales y por otra parte una Resistencia (que el Ministro de Seguridad dice que “no tiene razón de ser”) y que, aun desarticulada, claramente es y aglutina a una mayoría de la población consciente y que se pudiera movilizar en corto plazo para la toma del poder, si madura políticamente. El gringo tiene que saber que esa es una situación sumamente inestable. Debe querer rellenar el centro vaciado y, como creen que el centro es de quien no está con dios ni con el diablo, resulta lógico que inviten a C. Flores. Igual hubiera podido asistir J. Reina. Nadie lo hubiera podido ver.

Lo que si extraña un poco es que gente tan inteligente como Yani, Orellana y Azconita atiendan esa invitación y perseveren en la idea de que pueden rescatar al Partido y reunificarlo para convertirlo en genuina oposición. El único Partido Liberal que existe ante la ley y ante sus propias normativas es el que preside Roberto Micheletti y en cuyo C.C.E. participan el padre y otros parientes y allegados de ex candidato Santos. Y tiene que ser cuestionable que el Embajador conspire contra esa institución cuando alega que está trabajando a favor de la institucionalidad, pero la política es así. A muchos gustaría que liberales que han tenido posiciones un poco más complejas, como Orellana, Yani y los amigos derrotados en las recién pasadas elecciones rescataran al P.L. de las manos ensangrentadas del golpismo. Incluso si lo consiguieran no podrían reunificarlo con su ala derecha radicalizada y su ala izquierda herida y humillada y, por lo mismo, no podrían ganar elecciones contra un Partido Nacional, que salió casi ileso del trauma. De manera tal que el resultado neto de su empeño será favorecer la dictadura cachureca prolongada que dicen adversar, estorbando la configuración de la nueva alianza que se perfila en La Resistencia.

El único líder con credibilidad y convocatoria dentro del Liberalismo y por tanto capacidad de reunificar un centro izquierda con una base social moderna sigue siendo Manuel Zelaya, a quien en esa reunión privada Carlos Flores pretendió purgar. La estrategia de mantener a Mel fuera de Honduras a como dé lugar y a punta de seguir inventando causas criminales en su contra no obedece más que a la pretensión de también mantener dividida a la oposición. Y levantar la expectativa de líderes fallidos, a los que se quiere también blanquear y remozar. En eso ¿coinciden Lobo y Llorens con Carlos Flores?

Así como desde Septiembre la estrategia estadounidense fue siempre la de blanquear el golpe a través de elecciones aunque fuera bajo la represión, ahora la estrategia de EEUU hacia afuera es conseguir la reintegración del gobierno heredero del golpe en la comunidad regional e internacional y hacia adentro, la de legitimar el orden y es estatus quo rechazado por la mayoría, al mismo tiempo que se encubre la represión continuada, con persecución selectiva del liderazgo y a como dé lugar, aun inventándoles nexos criminales, de los movimientos populares que la constituyen. Fracasara esa estrategia. Y quienes se presten a su juego se quemaran, como “colaboracionistas”. La única vocación del liberalismo genuino es resistir. Solo se podrá negociar con el respaldo pleno de las bases sociales de La Resistencia y sobre los fundamentos del conflicto: la apertura política y la convocatoria a la Constituyente. El liberalismo vivirá para siempre…y la historia reivindicara sus logros inconclusos. Pero el viejo P.L. está en la morgue, hiede y quien pretenda levantarlo de ahí solo se ensuciara las manos.
