It took the U.S. delegation's arrival to Honduras for the right to give up its plans to stay in power until January. Hours earlier Micheletti had declared that the reinstatement of Zelaya was something he would not agree to "without an armed intervention," and then in the evening on national television we watched him swallowing his pride, declaring that he would sign the accord. With that, it was left clear who pulls the strings in Honduras, and this confirmed what we've known since day one--that the United States has the power to resolve this in a matter of a few hours.

Now the ball is in the Congress's court. The Resistance met up in front of the legislative palace to accompany Victor Meza in the moment he arrived to deliver the agreement to the secretary of parliament. The congressmen and women will determine whether the reinstatement moves ahead and we will finish once and for all with this chapter of Honduran history, or whether we will continue in resistance. They will have the power to create legitimacy among the uneasy population to the November elections, and international recognition to the presidency that results from them, and even if the right pressures Congress to vote against reinstatement (which they may well do) what is clear is that they no longer need to maintain the onerous Micheletti dictatorship and are ready to accept Mel in the presidential house.

The dark forces of the country have understood that, four months into the coup, they were unable to topple the people's insurrection--not with bullets, nor decrees, nor with blows or illegal chemical weapons were they capable of calming the supreme giant who yanked their dictatorship away from them, turning it into an unbearable eyesore for the region and the world. The previous Thursday, despite the strict political siege that we have been living with for the past few weeks, the resistance marched throughout the city and brought together thousands of people who filled the streets once again with flags and songs. The coup media could not contain their amazement on seeing the surprising march of the people; they had declared hundreds of times that the resistance was dead from exhaustion and laughed upon seeing us under siege. They had no option but to report--poorly, as they tend to do--when the police violently dispersed the march as a final means to prevent it from growing, because wherever it went, the people joined it. Teargas once again saturated our air and as Channel 36 broadcast images of police beating unarmed protesters with police batons and kicking them to the whole country, the right was reminded that its decrees and threats are powerless against a resistance that is determined to ruin their project of electoral fraud.

The resistance has trusted in the negotiating skills of Manuel Zelaya, despite the distrust that we have for the Congress, we have accepted the syllogism that what is done through the law is undone through the law. But the fear of the powerful of being made a mockery of continues. "We will accept the integration government but not Zelaya's restitution," declared a Liberal Party Congressman, hoping to influence the will of the plenary. "We hope that the National Congress will make its decision based on the law," said Armida de López Contreras, president of the Civil Democratic Union, and we all know what that means to them.

They ignore the fact that one can only come with the other, and that without reinstatement there will be no agreement. The resistance has given a vote of confidence to the legislature (which is in recess due to the upcoming elections and in theory does not have to resume until December), and we hope that an extraordinary session will be convened this Monday, just as they did on Sunday, June 28th, and that in a few days Manuel Zelaya can escape his captivity and return to presidential office.

But let us not forget, let us not forget that it was the National Congress who falsified Zelaya's signature to "legalize" the coup d'etat; let us not forget that it was they who authorized the curfews, states of siege and other laws and decrees that violate human rights; let us not forget that the majority of the Micheletti cabinet came from their halls, including the dictator that they swore in; that the National Congress has approved or repealed dozens of laws, endangering the vast majority of the population, as in the case of the recent nationwide prohibition on the sale of emergency contraceptive pills and has played a crucial role in maintaining the fascist dis-government. But we trust that they have the desire to construct a necessary scenario for governability, peace and a true democracy in Honduras and if they lack that desire, that their own ambitions will tell them that in order to be reelected they will need to give in to a people that despises them.

The general elections will take place in one month and the resistance hopes that their candidates will participate. The candidates have still not decided how they will participate--jointly or separately--and are evaluating the conditions, since they will be campaigning at an enormous disadvantage facing the candidate with the biggest lead. But this "disadvantage" is relative; the coup d'etat and the fight against it have given figures like Carlos H. Reyes a position among the electorate that would not have been possible without the fascist adventure and subsequent popular resistance. In practice these four months in the streets have allowed us to be present in the media and to construct a base for a substantial left in the country.

The independent origin of the candidacy is also an advantage, in view of the erosion of the oligarchis parties by the coup d'etat. The challenge now is to organize the 25,000 volunteers necessary to defend the polling stations--the infrastructure necessary to prevent the massive electoral fraud that is expected--and to learn in these four weeks the ins and outs of election work that traditional parties have learned over 100 years.

On Monday the resistance candidates will meet to come to an agreement upon how to participate in the elections. The reinstatement of Mel Zelaya is still pending, and the front has made clear that its condition for participation is the reinstatement of Mel to the presidency, not the agreement between the negotiating committees. Nevertheless there are groups that are urging that the necessary electoral structure be organized as soon as possible even without the restitution. "With the accord, we can begin to work," they say, "we cannot lose one more day." For them the challenge is at the level of the National Congress; they need to accumulate a respectable number of Congresspeople who can assure a bloc of power within the parliament and who can, from above, support the struggle that must come from below in favor of the constituent assembly. We have a great chance of achieving it, we know that, but the right also knows it and that is why they are attempting, by all the means at their disposal, to prevent it.

The witches day approaches, and I support the proposal circulating on the internet to give Micheletti the prize for the best disguise, since as a Congressman, he was disguised as president for 120 days. Even still, the costume was always big on him.

Fue necesario que llegara la delegación de Estados Unidos a Honduras para que la derecha cediera en su pretensión de mantenerse en el poder hasta Enero. Horas antes Micheletti declaró que la restitución de Zelaya era algo que él no cedería “sólo con una intervención armada”, dijo y luego por la noche lo vimos por televisión nacional tragando su orgullo declarando que firmaría el acuerdo. Con eso, deja claro quien manda en Honduras y confirma lo que desde el primer día se supo, Estados Unidos tienen el poder de resolver esto en pocas horas.

Ahora la pelota están en el Congreso Nacional. La Resistencia se dio cita frente al palacio legislativo para acompañar a Victor Mesa al momento que llegó a depositar el acuerdo en la secretaría del parlamento. Los diputados y las diputadas deberán definir si la restitución procede y termina de una vez este capítulo de la historia hondureña, o si continuamos en resistencia. Ellos tendrán el poder de darle legitimidad entre la población descontenta a las elecciones de noviembre, y el reconocimiento internacional a la presidencia que de allí surja y si bien la derecha busca presionar para que el congreso vote por la NO restitución (cosa que también pueden hacer) lo cierto es que ya no necesitan mantener la onerosa dictadura Micheletti y están dispuestos a aceptar a Mel en casa de gobierno.

Los poderes oscuros del país han comprendido que a cuatro meses del golpe de Estado no pudieron derrotar al pueblo insurrecto, ni con balas, ni con decretos, ni con golpes y gases prohibidos lograron calmar al soberano gigante que les quitó de la boca su dictadura convirtiendo su proyecto en un adefesio insoportable para la región y el mundo. El jueves anterior y pese al estricto cerco policial con que hemos vivido las últimas semanas, la resistencia marchó por la ciudad y aglutinó a miles de personas que con banderas y cantos llenaron las calles nuevamente. Los medios golpistas no cabían en su asombro al ver la sorprendente marcha popular, ellos declararon cientos de veces que la resistencia había muerto por el agotamiento y reían al vernos cercados, no les quedó opción más que reportar -medianamente, como suelen hacerlo- cuando la policía dispersó violentamente la marcha cómo última opción para evitar que siga creciendo, porque por donde pasaban la gente se sumaba. Los gases saturaron nuevamente nuestra atmósfera y mientras canal 36 transmitía a todo el país los toletazos y patadas represivas en contra de los desarmados protestantes, la derecha recordó que sus decretos y amenazas no podrán en contra de la resistencia que está decidida en arruinarles su proyecto de fraude electoral.

La resistencia ha confiado en la capacidad negociadora de Manuel Zelaya, pese a la desconfianza que el Congreso Nacional nos transmite, hemos aceptado en el silogismo de lo que se hace en derecho en derecho se deshace. Pero el temor a la burla de los poderosos sigue presente, “aceptaremos el gobierno de integración pero no la restitución de Zelaya” declaró un diputado liberal buscando con ellos influenciar en la voluntad del plenario, “esperamos que el Congreso Nacional tome su decisión basados en ley” dijo Armida de López Contreras, presidenta de la Unión Cívica Democrática y todos comprendemos lo que para ellos eso significa.

Ignoran que lo uno sólo se puede dar con lo otro y si no hay restitución no hay acuerdo. La resistencia ha dado un voto de confianza al legislativo (que se encuentra en receso por las elecciones y en teoría no ha de volver sino hasta diciembre), esperamos que el lunes se convoque a una reunión extra ordinaria, así como lo hicieron el domingo 28 de Junio y en pocos días Manuel Zelaya pueda salir de su cautiverio y entrar a casa de gobierno.

Pero no olvidamos, no olvidamos que fue el Congreso Nacional quien falsificó la firma de Zelaya para “legalizar” el golpe de Estado, no olvidamos que ha sido a través de su apoyo que se han autorizado los toques de queda, estados de sitio y demás leyes y decretos violatorios de los derechos humanos; no olvidamos que de sus salones salió la mayor parte del gabinete michelettista, incluyendo al dictador que ellos juramentaron; que el Congreso Nacional ha aprobado o derogado decenas de leyes atentando contra los intereses de la mayoría, como la reciente prohibición para la venta en todo el país de las Pastillas Anticonceptivas de Emergencia y han jugado un papel vital para mantener el desgobierno fascista; pero confiamos que tienen voluntad de construir el escenario necesario para la gobernabilidad, la paz y una verdadera democracia en Honduras y si no la voluntad, que sus propias ambiciones les indicarán que para su reelección necesitan ceder ante un pueblo que los desprecia.

En un mes serán las elecciones generales y la resistencia espera que sus candidatos participen. Los candidatos aun no se deciden como han de participar, si juntos o separados, y evalúan las condiciones como les tocará hacer campaña con la enorme desventaja que tienen frente al candidato de mas posibilidades. Pero esa “desventaja” es relativa, el golpe de estado y la lucha en su contra ha dado a figuras como Carlos H Reyes un posicionamiento entre el electorado que no habría obtenido sin la aventura fascista y la posterior resistencia popular. En la práctica estos cuatro meses en las calles nos ha permitido estar presente en los medios y construir la base para una izquierda significativa en el país.

El origen independiente de la candidatura es también una ventaja frente al desgaste que ha significado el golpe de Estado para los partidos oligárquicos. El reto ahora está en organizar los 25,000 voluntarios necesarios para defender los votos en las mesas, la estructura necesaria que se requiere para detener el masivo fraude que se avisora y aprender, en término de manejos de mesas electorales, en estas 4 semanas, lo que los partidos tradicionales han aprendido en 100 años.

El lunes se reunirán los candidatos de la resistencia para lograr un acuerdo de cómo participar en las elecciones. Aun está pendiente la restitución de Manuel Zelaya, el frente ha advertido que la condición para participar es la restitución de Mel a la Presidencia, no el acuerdo entre las comisiones. Sin embargo hay sectores que presionan para organizar, lo antes posible, la estructura electoral necesaria aun sin tener la restitución. “Con el acuerdo podemos comenzar a trabajar”, dicen, “no podemos perder un día más”. Para ellos la apuesta es el Congreso Nacional, lograr acumular una cantidad respetable de diputados que aseguren un bloque de poder dentro del parlamento y puedan, desde arriba, apoyar a la lucha que desde abajo se deberá dar en pro de la constituyente. Tenemos grandes posibilidades de lograrlo, eso lo sabemos, pero también lo sabe la derecha que busca, por todos los medios a su disposición, evitarlo.

El día de brujas se acerca, apoyo la propuesta que circula en internet de otorgarle a Micheletti el premio por el mejor disfraz, ya que siendo diputado, estuvo disfrazado de presidente por 120 días. Si bien creo, el disfraz siempre le quedó grande.
