Today the Armed Forces celebrate their day. Since the institution became autonomous in 1957 during the government of Villeda Morales, the "glorious ones" have five bloody coups on their resumé and a long record of suppressing popular organizations and Honduran democracy. This institution that has always been known for its repressiveness, for betraying its people and for being inept at defending the sovereignty that they talk so much about defending, today will celebrate its birthday with the blood of the poor.

From whatever angle you look at it, the recent breakdown of talks points to one responsible party. After having declared before the press that the agreement was nearly (95%) completed between the two parties at the table and while the lawyer Vilma Morales invited them to break out their bottles of champagne to celebrate the end of the political crisis, the de facto vice minister [vice canciller] Marta Lorena Alvarado surprised everyone when she arrived at the Clarión con a new proposal from the regime, represtenting the true power holder.

"Any decision taken by the commission must be subject to the Honduran constitution and its laws," Micheletti decreed a little over a week ago. His words boomed with an echo at the end of the Guaymuras dialogue, since they were a death sentence for that effort. The proposal of the dictatorship began with the demand that Manuel Zelaya recognize and admit that what happened on June 28th was not a coup d'etat, but a "lawful" succession.

It was based on that proposal that the decision about the president's reinstatement fell in the hands of the Supreme Court, the same one that was selected in the shadow of Micheletti in January 2009, with the sole aim of legalizing the overthrow of Maneul Zelaya. The Zelaya delegation called the proposal absurd; the Supreme Court cannot be the judge about a problem in which they are involved, said Victor Meza, and those who took power should give it back. He was referring to the National Congress, who according to the proposal of the ousted president should take the decision.

Both positions started from the respective's sides' greatest possibility for success. The Supreme Court would close the doors of reinstatement on Mel just as it closed the doors on amnesty. The National Congress, on the other hand, would obtain the majority of votes necessary to return to constitutional order. This is because the National Party can count on the fact that Pepe Lobo's presidency is guaranteed and they are trying to avoid getting to power with a fragmented government, internationally isolated and in the midst of the worst economic and political crisis of our history.

There are many people who should be afraid of a mediated solution to the crisis. The project of the coup d'etat in Honduras extends beyond the borders and has become another card in the political game of the ultra-right wing of the continent. Its failure will have huge consequences for those groups, but especially for the Armed Forces. The dialogue got bogged down, because even with all the concessions on the part of the resistance it was not possible to achieve amnesty, which the military institution needs to guarantee the peaceful withdrawal of its top brass. So, the Guaymuras monologue died as it was born and to celebrate their day, the military command decided to commence their anniversary fiesta with music.

Throughout the night, and applying the American strategy used against the Vatican embassy in Panama, when Noriega took refuge there during the gringo invasion of 1989. The repressive loudspeakers did not let up the whole night, raising the level of torture already being applied against president Zelaya, his wife, and the 50 or so people who still remain on the inside [of the Brazilian embassy]. It is difficult to understand the goal of the Armed Forces' harassment of Zelaya, which by international standards qualifies as torture. Closed in for more than a month and isolated from the world, what could be gained from the punishment that they continue to impose upon him, but to punish an entire people who impotently watch their barbarous acts.

The repression is growing. Despite the decree of the state of siege finally having been repealed, marches continue to be tightly controlled by the repressive bodies. Now we are told that in order to march the resistance must ask permission 24 hours in advance for a special permit from the chief of police, with a map of the route, list of the responsible parties, and the objectives of the activity. And for lack of such a permit, they have dispersed protesters on the North Coast in various different marches that continue after nearly four months, using police batons, teargas and blows.

The summary executions of compañeros or the Resistance have increased. Jairo Sanchez is the latest addition to the long and painful list of martyrs of this cause that at times feels like an impossible one. The persecution and harassment is common in the neighborhoods and villages as the media prepares us for a huge military attack, announcing the entry into the country of weapons for the resistance. Today in the afternoon two bombs were "discovered" in the bathrooms of Mall Multiplaza in Tegucigalpa. They immediately blamed the resistance, maliciously ignoring the fact that, since we have rarely even gone to the extent of throwing rocks at our military and police attackers, we're very far from the point of considering using terrorism against innocents in a commercial center.

While writing this note I have gotten word of the death of four youths in a violent attack in the Ramón Amaya Amador neighborhood in the south of Comayagüela. Sources state that they were not members of the resistance against the coup d'etat but that their mothers were. They were executed by mercenary hitmen on a motorcycle who arrived at the door of the business where they were and executed them at point blank.

The de facto government assures us that the elections will take place no matter what. The political violence grows each day and everything indicates that it will continue growing.

Hoy las Fuerzas Armadas celebran su día. Desde que la institución adquirió su autonomía en 1957, durante el gobierno de Villeda Morales, las “Gloriosas” tienen en su currículo cinco sangrientos golpes de Estado y una larga carrera en contra de las organizaciones populares y la democracia hondureña. Una institución que siempre se caracterizó por ser represora, traidora de su pueblo e inepta para defender la soberanía que tanto aseguran defender, hoy celebra su cumpleaños con la sangre de los pobres.

Desde cualquier lado que uno lo mire, el reciente fracaso de la mesa del diálogo señala un responsable principal. Luego de haber asegurado ante la prensa tener un acuerdo concluido (en un 95%) entre las dos partes de la mesa y mientras la Abogada Vilma Morales invitó a sacar las botellas de champaña para celebrar el fin de la crisis política, la Vice Canciller de facto Marta Lorena Alvarado, sorprendió a todos cuando llegó al Clarión con una nueva propuesta del régimen en representación del verdadero dueño del poder.

“Toda decisión que se tome la comisión deberá sujetarse al respeto de la constitución hondureña y sus leyes”, sentenció Micheletti hace poco más de una semana. Sus palabras retumbaron como eco al final del diálogo Guaymuras, pues sentenciaba al fracaso dicha iniciativa. La propuesta de la dictadura iniciaba con la exigencia del reconocimiento por parte de Manuel Zelaya, quien tenía que admitir que lo ocurrido el 28 de Junio no fue un golpe de Estado, sino una sucesión, “en el marco de las leyes”.

Era en virtud de dicha propuesta que la decisión sobre la restitución recaía en la Corte Suprema de Justicia, la misma que fue seleccionada bajo la sombra de Micheletti en Enero del 2009, con el sólo proyecto de legalizar el derrocamiento de Manuel Zelaya. La delegación zelayista calificó la propuesta como absurda, la Corte Suprema no puede ser Juez de un problema en donde son parte, -dijo Victor Mesa- y quien destituya debe restituír. Refiriéndose al Congreso Nacional, quien según la propuesta del Presidente derrocado debería tomar la decisión.

Ambas posturas se agarraron de donde más posibilidades de éxito tenían. La CSJ cerraría las puertas de la restitución a Mel como le cerró las puertas para la amnistía. El Congreso Nacional por el contrario lograría la mayoría de votos necesaria para volver al orden constitucional. Eso porque el Partido Nacional cuenta con que la presidencia de Pepe Lobo está garantizada y buscan evitar llegar con un gobierno fragmentado, aislado internacionalmente, dentro de la peor crisis económica y política de nuestra historia.

Hay muchas personas que deben estar asustadas con la idea de una solución mediada de la crisis. El proyecto del Golpe de Estado en Honduras se extiende más allá de las fronteras y se convierte ahora en una carta más en el juego político de la ultra derecha continental. El fracaso del mismo tendría grandes consecuencias para esos grupos, pero en especial para las Fuerzas Armadas. El diálogo quedó empantanado, porque entre todas las concesiones otorgadas por la resistencia no fue posible lograr la amnistía, la misma que necesita la institución castrence para garantizar el tranquilo retiro a sus jerarcas. Así, el monólogo Guaymuras murió como nació y para celebrar su día, la comandancia militar decidió iniciar la fiesta de su aniversario: con música.

Durante toda la noche y aplicando la estrategia americana usada en contra de la Nunciatura Apostólica en Panamá, cuando Noriega se refugió en ella durante la invasión gringa de 1989. Los alto parlantes represores no dejaron de sonar durante toda la noche aumentando el nivel a la tortura que aplican en contra del presidente Zelaya, su esposa y el medio centenar de personas que aún permaneces en el interior. Es difícil comprender el objetivo del acoso que las Fuerzas Armadas ejercen en contra de Zelaya, el cual, dentro de los estándares internacionales entra en el grado de tortura. Encerrado desde hace un mes y aislado del mundo, cual puede ser el objetivo del castigo que le siguen imponiendo sino castigar a todo un pueblo que mira impotente la barbarie.

La represión está aumentando. A pesar de haber derogado finalmente el decreto del estado de sitio las marchas siguen controladas muy de cerca por los cuerpos represores. Ahora aseguran que para poder marchar la resistencia debe solicitar con 24 horas de antelación un permiso especial a la jefatura de la policía, con mapa de la ruta, lista de los responsables, y objetivos de la actividad. Y por no tener dicho permiso, han dispersado, a punta de tolete, gas y golpe seco, a las distintas manifestaciones en la costa norte que se siguen dando luego de casi cuatro meses.

Han aumentando las ejecuciones sumarias contra compañeros de la resistencia. Jairo Sanchez, se suma a la cada vez más larga y dolorosa lista de mártires de esta causa que por veces nos parece imposible. La persecución y el acoso es frecuente en los barrios y las aldeas mientras los medios de comunicación preparan una gran ofensiva militar al anunciar el ingreso al país de armas para la resistencia. Hoy por la tarde se “descubrió” dos bomba en los baños del Mall Multiplaza en Tegucigalpa. Inmediatamente hablaron de responsabilizar a la dirección de la resistencia ignorando maliciosamente que, si nos cuesta responder con piedras a los represores militares y policías, lejos está el momento de hacer uso del terrorismo contra inocentes en un centro comercial.

Mientras escribo esta nota me llega la noticia de la muerte de cuatro jóvenes en una barbería de la colonia Ramón Amaya Amador al sur de Comayagüela. Las fuentes aseguran que no eran de la resistencia en contra del Golpe de Estado, pero sus madres sí. Fueron ejecutados por los sicarios en una motocicleta que llegaron a la puerta del negocio y los ejecutaron a quema ropa.

El gobierno de facto asegura que las elecciones van pase lo que pase. La violencia política aumenta cada día y todo indica que seguirá aumentando.
