The OAS delegation finally arrived after a failed attempt and various malicious delays on the part of the de facto regime. It comes, as one more effort on the part of the international community seeking to open channels for the long-anticipated national dialogue. The expectations are high; we all want the crisis to be resolved and that, out of all these weeks of struggle and sacrifice a better, more democratic and tolerant Honduras will be born.

But the experience of these three months forces us to distrust the un-government that gives no indication of interest in a solution through dialogue. The oligarchy and its lackeys insist on ignoring the roots of the dissatisfaction that have paralyzed the country for more than 100 days and spurn the Resistance as interlocutor. They have created the agenda; they decided on the date; they chose the place and they have sent the invitations only to the owners of the country. Any negotiation under these circumstances is condemned to failure.

Elvin Santos reminded the press that any solution must be achieved "within the boundaries of the Honduran law"–that is, THEIR law–which they have manipulated and distorted at their whim and convenience, Santos and his candidacy being evidence of this. With these words the regime seeks to ridicule the international community, because nothing can come out of a discussion conditioned on "Honduran laws," since those very laws have sanctioned the militarization of the country, creating the illusion of a Honduras in which no one but they have the right to an opinion.

The regime seeks to take the principal issue that could bring an immediate solution to the crisis off the table: the restitution of Manuel Zelaya Rosales to the presidency and the return to democratic order. Victor Mesa, head of the Department of the Interior of the deposed government, asserted to an auditorium full of representatives of the coup forces that he had not been permitted to speak with President Zelaya until one hour before the start of the "dialogue." There has not been an opening of the military siege of President Zelaya and he has been prevented from speaking with his closest collaborators, less still with his people who are suffering the consequences of disinformation, silence and fear. The coup leaders hope, through this "dialogue" circus, with the Resistance at a clear disadvantage but not annihilated, to make Manuel Zelaya look like an obstacle to the solution and to thus recuperate the international support they so desperately need for their oligarchic elections this coming November; meanwhile for the rest of us the presidential decree with its state of siege and ongoing curfew remain in place, our radios are still off the air and our marches are still being attacked with disproportionate force.

At the moment when the dialogue was opening in Tegucigalpa, just a few meters away from the luxurious capital city hotel and a block from the Brazilian embassy, the Resistance was once again being attacked by the police who, upon being reminded that the presidential decree and state of siege had been recently rescinded and that the march was legal, that there should not be repression and that the un-government spoke of interest in dialogue, Molina, the spokesman of the police, justified the order by arguing that the decree had not been published in La Gaceta [the official legal publication of the Honduran State] and therefore the order to repress any group of more than twenty people remained in place. Micheletti claimed in the early morning hours that the official printing press of the daily publication had been damaged and that was why the retraction of said decree could not be published, and then he said that the ministers who had to sign it were who knows where and that no one can authorize said publication.

The representatives of the dictatorship complain about the words of the General Secretary of the OAS (previously declared a persona non grata by the Micheletti regime) with regards to opening a dialogue, alleging that rather than a dialogue, he seeks to impose a "monologue" on Hondurans. With this, they demonstrate their malicious intent as they prepare the media terrain for what will be the principal cause of death for the "Plan Guaymuras." Because they are right, we are facing a monologue, a circus fabricated by the ungovernment to make the world believe that the Resistance does not exist, and instead they are merely "a small group of hoodlum followers of the deposed president."

Micheletti's de facto foreign minister requested the press help to neutralize the Zelaya supporters who remain imprisoned inside the Brazilian embassy. He says nothing about the nearly one thousand members of the military or the sophisticated Israeli weapons; neither does he mention that all the deaths have been on the side of the Resistance. They seek to create the illusion of a balance of military power between an unarmed and peaceful resistance and a fascist regime that is the only side with weapons in this conflict. "Why was the resistance march repressed this morning?" a journalist asked López Contreras. "I can't answer that because I wasn't there," was his answer and it's true, he wasn't there, because the teargas canisters have been created for the poor.

Finalmente llegó la delegación de la OEA después de un accidentado intento y varios retrasos maliciosos por parte del régimen de facto. Viene, como un esfuerzo más de la comunidad internacional para buscar abrir los canales para el tan traído y llevado diálogo nacional. Las expectativas son altas, todos queremos que la crisis se resuelva y que de estas semanas de lucha y sacrificio nazca una Honduras mejor, más democrática y tolerante.

Pero la experiencia de estos tres meses nos obliga a desconfiar del desgobierno que no da indicios de querer una solución dialogada. La oligarquía y sus lacayos siguen ignorando la raíz del descontento que ha paralizado el país por más de 100 días y desprecian a la Resistencia como interlocutor. Ellos han puesto la agenda, ellos dieron la fecha, ellos dieron el lugar y ellos han girado las invitaciones cual únicos dueños del país. Cualquier negociación, bajo estas circunstancias, está condenada al fracaso.

Elvin Santos recordó a la prensa que toda solución debe darse “enmarcada en la ley hondureña”, entiéndase SU ley; esa misma que han cambiado y trastocado según ha sido su antojo y conveniencia y de la que Santos y su candidatura son prueba de ello. Con estas palabras el régimen busca ridiculizar a la comunidad internacional, porque nada podrá salir de una mesa condicionada a “las leyes hondureñas”, pues son las mismas que han sancionado la militarización del país creando la ilusión de una Honduras en donde nadie más que ellos tiene el derecho a opinar.

El régimen busca sacar de la agenda el punto principal que podría llevar a una solución inmediata de la crisis: la restitución de Manuel Zelaya Rosales a la presidencia y la vuelta al orden democrático. Victor Mesa, Secretario de Gobernación del depuesto gobierno, reclamó ante un auditorio lleno de representantes del golpismo, que no se le permitió hablar con el Presidente Zelaya sino hasta una hora antes del inicio del “diálogo”. No ha habido apertura del cerco militar con que se mantiene al presidente Zelaya y este no ha podido comunicarse con sus colaboradores más cercanos, menos aún con su pueblo que sufre las consecuencias de la desinformación, el silencio y el miedo. Ellos pretenden mediante este circo de “diálogo”, con una resistencia en clara desventaja pero no aniquilada, hacer parecer a Manuel Zelaya como el obstáculo para la solución y recoger de esta forma el apoyo internacional que tanto necesitan para sus elecciones oligárquicas de noviembre próximo; mientras para todos nosotros el decreto de estado de sitio sigue vigente, nuestras radios siguen fuera del aire y nuestras marchas siguen siendo reprimidas desproporcionadamente.

Al momento que la mesa del diálogo se abría en Tegucigalpa, a unos metros de distancia del lujoso hotel capitalino y a una cuadra de la embajada de Brasil, la Resistencia era reprimida nuevamente por parte de la policía que, cuando se le recordó que el decreto de estado de sitio había sido recientemente derogado y que la marcha era legal, que la represión no debía darse y que el desgobierno hablaba de un interés por el diálogo, Molina, el vocero del cuerpo policial, justificó la orden argumentando que el decreto aun no había sido publicado en el diario oficial La Gasseta y que por lo tanto la orden de reprimir todo grupo de más de veinte personas seguía firme. Micheletti argumentó a primeras horas de la mañana que la imprenta oficial del diario estaba dañada por lo que no puede publicarse la derogación de dicho decreto, luego dijo que los ministros que deben firmar están quien sabe donde y nadie puede autorizar dicha publicación.

Los representantes de la dictadura reclaman las palabras de apertura del secretario general de la OEA (previamente declarado persona non grata por el régimen de Micheletti) alegando que más que un diálogo, busca imponer “un monólogo” a los hondureños. Con esto muestran su malicia pues preparan el terreno mediático de lo que será la principal causa de muerte del “Plan Guaymuras”. Porque tienen razón, estamos ante un monólogo, un circo fabricado por el desgobierno para hacer creer al mundo que la resistencia no existe, sino “un pequeño grupo de maleantes seguidores del depuesto presidente”.

El canciller de facto de Micheletti pidió ante la prensa que se desarme de los partidarios de Zelaya que permanecen prisioneros al interior de la embajada brasileña. No dice nada de los cerca de mil elementos militares más las sofisticadas armas israelitas, no menciona tampoco que todos los muertos han sido miembros de la resistencia. Buscan crear la ilusión de igualdad de poder bélico entre una resistencia desarmada y pacífica y el régimen fascista que son los únicos que tienen armas en este conflicto. ¿Por qué se reprimió la marcha de la resistencia esta mañana?, preguntó un periodista a López Contreras, no puedo responder a eso porque no estaba allí fue su respuesta y es verdad, no estaba allí, porque las bombas lacrimógenas han sido creadas para los pobres.
